In the morning of July 24, the first one in China—International Talent Entrepreneurship and Innovation Park opens today, which is jointly built by Hangzhou and State Administration of Foreign Experts Affairs. Jianguo Zhang, Deputy Minister of Ministry of Human Resources and Social Security and Director General of State Administration of Foreign Experts Affairs, Yide Zhao, Member of the Standing Committee of CPC Zhejiang Provincial Committee and Secretary of CPC Hangzhou Municipal Committee, and Liyi Xu, Deputy Secretary of CPC Hangzhou Municipal Committee and Mayor, attended the launching ceremony. Hangzhou has turned into China’s first city to construct International Talent Entrepreneurship and Innovation Park; Zheshang Venture Capital Center, Northern Software Park Phase IV and Enlightenment Building of Eastcom Park have become three pilot parks. Yeyu Hua, CEO of Zheshang Venture Capital, attended the launching ceremony and signed relevant cooperation agreements.
International Talent Entrepreneurship and Innovation Park is very “high-end, magnificent and classy”:
Gather high-end talents, mainly attract high-end talents who boast core technologies and patents, overseas entrepreneurship experience or management experience in international famous enterprises, entrepreneurship projects or start-up capital, and know relevant rules. Introduce foreign entrepreneurship innovation talents and experts, especially those who are not overseas Chinese.
Develop high-tech enterprises. Discover and introduce a batch of high-end international talents equipped with technologies, projects and capital; support and incubate a batch of cutting-edge sci-tech entrepreneurship projects; build and develop a batch of wholly foreign-owned and Sino-foreign joint high-tech enterprises, financial venture capital institutes, human resources institutes, cultural and creative enterprises; construct international talent entrepreneurship and innovation base that is influential at home and abroad.
Hangzhou has laid a talent and industrial foundation to construct International Talent Entrepreneurship and Innovation Park. According to earlier preparations, three parks will serve as pilots.
Gongshu District constructs International Talent Entrepreneurship and Innovation Park in Northern Software Park Phase IV, and pays key attention to introduce talents and projects in the fields of advanced manufacture, artificial intelligence, Internet of Things and environmental protection technology.
Xihu District constructs International Talent Entrepreneurship and Innovation Incubation Center in Zheshang Venture Capital Center, to the west of Zhejiang University Science and Technology Park, in order to meet talents’ needs at start-up stage. Meanwhile, construct International Talent Entrepreneurship and Innovation Park in Cloud Town, and pay key attention to introduce talents and projects in the fields of information software, Internet finance, e-commerce and design service.
High-tech District (Binjiang) constructs International Talent Entrepreneurship and Innovation Park in Enlightenment Building of Eastcom Park, and pays key attention to introduce talents and projects in the fields of electronic information, big health, cultural and creative industry.

At the conference, Xihu District Hangzhou International Talent Entrepreneurship and Innovation Park was formally awarded and established. Xihu District and Zheshang Venture Capital signed a cooperative agreement to jointly build a new characteristic park with international talent pool, market-oriented management operation, diversified capital aggregation and professional incubation guidance.
With Zheshang Venture Capital as third-party operation entity, give full play to social capital aggregation advantage, rely on overseas workstation and overseas incubator to quicken project attraction, and provide entry enterprises with incubation guidance, entrepreneurship resources connection and other professional service. Qianjiang Zheshang Venture Capital Center is located in Xixi Valley Internet Finance Town, with a total building area of 83,000 m2 and over ground area of 48,000 m2. It boasts obvious regional advantages, adjacent to Xixi Wetland, Alibaba Alipay Building and Zhejiang University Science and Technology Park. At present, this center has entered the last stage of decoration, and will improve infrastructure and service facilities. It is expected to be handed over and put into use before the end of October, this year.
At that time, entry enterprises will enjoy entrepreneurship subsidy, rent allowance and a package of convenient service.
